I'd like to play this but does this sound like it is working as it is supposed to?

I had 2 infantry divisions show up in SF. I get them loaded up and unloaded at a CMF base. They are then flagged as CMF and I am unable to get them any farther or load them on to transports.

This also happened to some in San Francisco. The Americal division is attached to the 4th army and now I'm unable to load it on to transports. Happened to some engineer and smaller combat units as well.

IIRC, you have to be careful about activating ground units in restricted HQ's. When a unit is activated, it becomes attached to the HQ controlling the base it is activated in. I believe it is possible to load a non-activated unit onto a ship (the unit becomes activated, but it is considered on board and so does not become attached to the port HQ.
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?

Fortunately, you can use the editor to edit the HQ of those units to something non restricted.

-> Save game

-> load in the editor

-> Change the HQ number in the relevant column in the spreadsheet

-> Save the edited save game file

-> hit the output button

-> reload the (now edited) save game

Everything should be good to go.

I looked for the editor, but am not sure I can find it, actually. Over 2 years since I posted the original.
