Set in World War II, Panzer Corps Wehrmacht puts players in the general’s tent in charge of the Axis armies, across 26 scenarios in one large campaign tree.
is it correct?

This is the wrong thread for Panzer Corps but the answer to your question is yes. You start with small core force and as the victories pile up your units gain experience and you add to their numbers with new ones. See link below.
