haven't played in a while

It's been a while since I've played the game, and I recently restarted while considering whether to buy Time of Fury. Anyway, I seem to remember a way to transfer PP's from one country to an ally. Is this possible, and if so how? (I might be thinking of another game entirely)

Then manually subtract PPs from one country and add to another.

This is a bit more of an exploit / cheat than a game feature but I think it is the only way to do it.
