How do I flipping land troups in Norway?!!

Spend over an hour trying to figure this out to no avail. From ports I loaded a couple of German infantry and armor units onto transport. The next turn I moved the units toward Norway.

When I click on the units I can't get them to disembark. Disembark does not appear and I can't click on it.

Yes, I declared war on Norway.

I even dropped an airborne unit on the coast to set up a bridgehead.

What am I doing wrong?

I have two guesses/ideas...
1) Make sure you're using Amph transports instead of the normal transports
2) Make sure you have a naval forces (BBs, CAs, etc) in the sea zone.

Thanks. I think I was using troop transports, not amphibs.
