Supply in Gettysburg

Hi!

Playing the orginial battle of Gettysburg against a friend. But the problem is, that my friends supply wagon is empty already and Penders Supply Wagon did not show up. So at 15.00 at day 1 two southern divisions are low on ammo and two more are out of ammo. So 1/3 of his army will not be able to fight the next day.
Is that wanted? Does the south have to shoot only on occasions? And will Penders Wagon arrive sometime?

Has anyone a clue?
