As far as builds are concerned, I decide that I want to fix the supply situation in Missouri and generally stabilize the situation out there. Accordingly, I order up 4 Infantry units, 7 10 lb artillery units, and 7 supply wagon units, all in Missouri. I am not certain how I will general all of this since I have ordered Grant eastwards, but at this point I want to get the units built first. Most of the supplies will go towards building depots to flow supplies, and the units will guard the depots.

Another thing....I upgraded to patch "1.05G" and now the button commands for end turn and go to main menu are reversed. If you are on this patch be careful. Watch the tool tips to prevent ending the turn before you complete your orders. I am sure that this will be fixed again in the next patch.

I think martial law only affects the areas you actually control (i.e. you have more than 50% military control in the area) in a given state. But the average loyalty shown on that display, factors in every area of the state whether you control it or not. So you may have just hurt yourself if the area around Tucson since controlled objectives produce negative victory points when a state is under martial law.
