With the new version coming out soon, I'm not sure this matters and, of course, I may have missed an update somewhere but, in the revised manual, there is a contradiction (see below). Guess I'll find out quickly when I actually play which is correct (just reading and learning at the moment).

Sea Zones
Ships and fleets can travel in sea zones. For the purposes of naval movement, these function as provinces do. Land units (troop units, Generals, and Diplomats) cannot be placed into sea zones.

You begin the game with a certain number of Diplomats, each with a historical name. Diplomats can move up to five provinces in a turn. Diplomats may freely enter and remain in sea-zones, though they may not perform any diplomatic activities while at sea.
