Sep/Oct 1940, Production:

Germany - 11BP: LND2, FTR3, pilot, submarine (2nd phase), and an infantry.

Italy - 2BP: submarine (2nd phase) and submarine repair.

Japan - 12BP: infantry, infantry division, field artillery, carrier air, and CV Shokaku construction.

China - 7BP: Communist militia, Communist garrison, and Nationalist AT.

Commonwealth - 16BP: 4 convoys, a territorial, Amphibious, FTR2, LND3, and a pilot.

France - 6BP: 2 territorials and a FTR2.

United States - 11BP: BB Indiana and Massachusetts (2nd phase), 3 carrier air.

USSR - 15BP: 2xFTR2, 2xpilot, armor, submarine (2nd phase).

Essentially, Axis are struggling to acquire build points, all the while Allies already may have too much?

French did lose their entire air force the month ago, but there are enough reserves to pick up the slack, fortunately.

Three older CAs sneak into the Baltic Sea. There aren't any German CPs there, but what is they will be there someday?

Soviet heavy bombers strike Rumanian Cavalry at the rightmost flank of Axis by Black Sea, hoping for a way to sneak onto Rumanian mainland. 1 in 5 chance due to weather - no luck.

Italian troops quietly continue to advance on all fronts. The last French MTN unit in the Alps is disorganized and isolated; an attack, even in snow, will be predictably successful.

P.S. Edit - no, that's not the case; somehow, even an isolated unit boasted 9 defense.

Nov/Dec 1940, Axis Impulse #4

A single combat in France, as snow is a powerful deterrent anywhere else. Still, this was a chance to break through the French lines - somehow a single MIL unit ended up on the frontlines, and Axis go for it, although paying a heavy price in exchange.

French may have to consider abandoning Maginot line defenses, or face likelihood that several of their units may be stranded.

Quintuple bypass (and not one involving heart surgery) is quickly becoming a favorite Allied strategy to buy time.

Two very cautious attacks - it's blizzard all over, after all - Germans clip a stray French INF division along Maginot Line, and Japanese capture Communist partisans.

Germany - 15BP: Two x motorized (trying to recover the 8-strong unit), two x submarines (2nd phase), LND3 / pilot combo.

Italy - 5BP: A territorial, a submarine repair, and BB Lepanto (1st phase).

Japan - 16BP: Two x infantry, two x carrier air, a pilot, repair CA Takao and CA Atago, a submarine (2nd phase), and a MTN division.

China - 7BP: A Communist garrison, a Communist field artillery, and a Nationalist submarine (first phase) - that will definitely be fun.

Commonwealth - 15BP: Two x territorial, seven x convoys, FTR2 / pilot combo.

France - 9BP: Three x territorial and an anti-tank.

USA - 11BP: 2nd phase construction of BB North Dakota and CV Hornet, 3 x carrier air, a cruiser (1st phase).

USSR - 15BP: Field artillery, LND3 / pilot combo, a mountain corps and a cavalry corps.

Jan/Feb 1941, Allied Impulse #1:

Soviet and Commonwealth bombers take off for strategic bomber runs despite snow weather. Allies are banking once again on an active first impulse and quieter following ones.

In Germany, right off the bat, LND3 Hampden is shattered into pieces with no survivors. The other two bombers turn around.

Jan/Feb 1941, Allied Impulse #1:

In Rumania, despite an Italian FTR on standby (didn't fly) or German AA (didn't fire), for the second turn in a row Soviet troops wipe out Rumanian oil production - all 3 units. Axis may have to consider enforcing the peace in the area...
