Recalling units ?

What could be a general strategic thought on what units to bring back and pay the PP price for it ?
A look at some units AV down to just single digits and then a look at Manpower of those elements in the TOE to rebuild makes a big Question on what to do.

Example after the fall of Singapore a look at those Australian Bde walked into captivity can be recalled at a low cost of 2-3 PPs but the AV they got is about the same, 2-3 AV. In the manpower pool for Australia isn't much, for info about 25 in the AIF Inf pool. Each of these brigades take +100 of these AIF infantry.

So what's the general thought on this. Pay up, bring them back and let them slowly build up, or just don't "waste" the men in the pool on these units, but saving those for other fighting units that needs smaller amount of reinforcements now and then ???
One thought on my mind was to focus getting Base Forces back in the first place to get engineers out helping build up bases.

You have touched on the three choices :
- rebuild the lost brigades (so you can combine with the bird battalions to make a division) and disband some small units to get the infantry squads needed, or
- do not buy back the lost brigades but buy out the restricted divisions in Australia and use the available squads to fill them out, or
- do not buy back the lost brigades and use the available reinforcements/replacements to keep smaller units in the fight.

Aussie Divisions are some of the most effective fighting units you get so it is good to keep them going if possible. OTOH the small company and battalion sized Aussie units are useful to take dot island bases or surround an enemy hex to control hex sides. Which is better depends on where you plan to fight and the opposition they will face.

It all depends on your device pools through the war and alternatives for PP usage, no set recipes in general.
There is a lot of land restricted units that will be much more useful non-restricted, so PP are always needed for those.
Brits and ANZAC have thin pools of combat squads, US has a lot - so given choice between you choose to revive the latter. Sometimes you even disband some of the smaller units of the former to fill in the divisions, which are the usual hard-hitters.
Dutch have no pools for combat squads but their base forces use common squads - so those are good candidates for reviving.

Also it is good for the Allies to go extra mile in trying to save pieces of the units that will normally die under Japanese initial onslaught, especially a base force type. Flying boats and small fast ships are useful here. Picking a right moment for buying out a restricted unit that is battered enough for the PP price to be cheaper but still in a situation that permits evac is an art.

Some players go further and leave home a piece of every unit that goes into a risky battle so that if lost it can be regrown w/o PP buyout. Some other might consider it gamey so in a PBEM this should be talked over.

I tend to almost always buy back the destroyed units. My thinking is that for a few PP why not? I understand all of the issues with rebuilding the units but it is always possible to find a use for the re-built unit.
For example, Indian and Commonwealth infantry units have very few new squads available to rebuild but they do share a number of "devices" that are common to all units. These units, with only a few AV, also can be used to help meet the garrison needs of the many bases in India to free up larger units.
One important point for rebuilding units is to remember when they are arriving and to spend the few PP needed to change their HQ, if desirable, while they are just starting their rebuild. The longer you wait to change their HQ the more PP it will cost as every AV added increases the PP needed.
Lots of choices in this area.
