Is spain harder to sway under 1013?

Every game i play my opponent always seems to be able to get Spain..Regardless off me putting in Diplomatic chips....Just a done deal. Is it less of a done deal in 1.13?

v1.13 introduced the following relative change:

- Spain must now have a pro-Axis leaning of 60% for DE 603 to fire.

In theory it should be a bit more difficult for the Axis to have Spain join their side, but it might be a good idea to post to the general threads for the game to see what other players are finding regarding v1.13
