CP ships and subs transiting the Pillars of Hercules

Why can't CP ships and subs enter and leave the Mediterranean via the straights by Gibraltar? For that matter, why can't France before Britain declares war? Neither should be impeded by a neutral Britain, and when at war the CP should be able to transit at least the way its done in SC: World at War and War in Europe.

I'm not really sure that the German navy would ever have sailed as far as Gibraltar to enter the Mediterranean, nor for the Austro-Hungarian or Ottoman navies to have ever left the Mediterranean for the Atlantic. Instead, the CP have the opportunity to deploy some German subs in the Mediterranean via Decision Event, which is something that was done and is realistic.

In terms of the French navy before the UK enters the war, they would never have left the Mediterranean as they were very worried about where the Goeben was going. This would have been even more the case without the active assistance of the Royal Navy, and French vessels in the Channel would have been kept on station out of fear of the German High Seas Fleet.

I don't believe either the German high seas fleet or the Austrian fleet would be considered blue water fleets.

In other words, most of the ships comprising these fleets were of limited endurance compared to their RN or USN equivalents.

Regarding the WW1 capabilities of the German Navy, isn't it also a little "gamey" to allow them to sail across the Atlantic and blockade Nova Scotia? (Especially since most CP players that use this tactic leave a German naval force indefinitely off the Canadian coast to ambush British ships coming to clear the mines.) I always assumed this was just a capability artifact retained from the WW2 games, but wouldn't it be more realistic to take it out of the WW1 game?

Two ways to stop this.
1) House rule that no CP ships (other than subs) can enter or approach the Canadian coast.
2) The Entente player guard this zone if the IGN is loose on the high seas. (My preferred choice of these two options).
I wouldn't recommend some game engine change to prevent the CP from raiding the Canadian (or US if in the war) raid hexes.
