Early Tech Solar Energy

Fooling around with the S&S Editor, I tried assigning Solar Energy to the Early Tech category...successfully.
For those that disdain Tech Level 3 for fear of not getting any Solar Energy...fear no more.
It works on 1.09.00 & 1.09.03.
Bug free?...not sure, but so far it appears to be.
Replace the 'randomgame.se1' file (backed up of course).

I capped the file name for easy reference.
