Small private economy suggestions

1. Make robotization affect private buildings. Light industry 3 with full commerce bonus would go from ~300 IP to 600 IP. This would keep it somewhat relevant, keeping in mind that at this point of the game it would be competing with level 5/6 public industries, especially when paired with government bonus.

2. Allow the private economy to upgrade private domed farms to private hydroponic farms which would produce more food. It should benefit from the food robotization and mass food pool technologies. This is to keep it in line with the progress of public food production.
