Just where did it all go wrong?

Once there were 8 great cities on Enision Patronum:
Geotown
Starknitz
Baden
Klinghausen
Pefariaria
Rafarar
Peconus
And of course, our Hallmark

43.2 Million called our little moon home

The failure of the food shipment, did not hit us hard at all. We had always relied more on local production, so it only cost us about 1.9 million - almost nothing give our population and reliance on Hydroponics. Even the Disolution war and Aftermath cost us only another 4 Million.
So we still had a solid population of 37.3 Million - 86% of our pre-collapse population.

So wow did we fall to from that to under 0.4 Million?

Rafarar - our southern neighbour - being destroyed by Relgiious fanatics and atomic weapons can not account for it.
Peferiria being hit by a crashing spaceship, can not account for it.
Peconis being first hit by a spaceship and then 8 years later destroyed by insane Warlord, can not account for.
Sure, those events had singular deathtolls in the Millions, but still not "enough". No way to explain the deathtoll.
No, the only answer can be: Human Nature.
It was not some freak crashing spaseships or the odd fanatic cult that killed most Enisions - it was a hundred thousand skirmishes that caused this.

Well, we - the Hallmark Federation - say: No more!
We need to restore civilisation. If there is to be any more death, it will be for that purpose and that one alone.

I have to seriously consider dropping the PU leaders. The faction is not taht good to begin with and they managed to also hate Meritocracy!

You can make sure Ashdown will be very near the front lines by making the OHQ counter directly participating in battles.

I've been wondering about the effects of having leaders in the Corporation's board, apart from a relation boost when first playing the relevant Stratagem. I will sure be paying attention to that should it come up later in your reports.

At any rate, thanks for making another AAR on Shadow Empire. I've always enjoyed reading those.

Our strategic position is precarious. 2 of your neighbours seem intent on expansion as well:

The south/east, we have Wurmsect with ther Capitol Baden we have friendly relations with them (30, Friendly)
To our west, we have Friedsekt. We always had problems interacting with them (30, Hostile)
The Starknitz Hanse (Starknitz) and Blackstate (Geotown) are the other relevant powers.

To the east - that is the nomads land. The large equatorial region of Ocona. And the norhtpole region of "Vehicle Industires". The southpole regions are Dream House and Blackstate - the first civilisation after half a planet, should one ever go into that direction.

To the south-west, we have the former city of Rafarar. Destoryed by nucler weapons, at the hand of a Fantic cult 77 years ago.

Turn 1:
- Just to avoid any uncertainty, we made it clear that the growth of the Economy will have precedence over Enforcement and Bureaucracy.
- the decision for a new Council, fell in favor of hte Model Design council
- the city is sufficiently large, that a expansion seemed in order. Instead of just a village, Halfmark is now a Small Town
Strategy wise, the decision is to leave the wester empty lands to Wurmsect. We will focus our attention at securing Rafarar

Turn 2:
We life in intersting times, indeed!
- The milita held a impromtou parade. Various members of our Cabinet pointed out, that it would be beneficial to give them a bonus for their sacrifice. We had to sell some Rare Earth Metals to the Traders (what do they even use them for?), but we brought up the cash for a big bonus
- some enterprising Explorers found "Electric Industries" - a degrade automatd factory in Rafara - and asked if out military could protect it. As luck has it, it is very close to our advancing troops anyway, so it was no problem.
- Sloane Farnwaste would be a very good choice, but we considered some promising Juniors anyway. But Pax Volantis and Damian Andordark did not exatly proof to be that able. So it is up to Sloane to design new units
- while there is no Shortage of Ideas for new models, the focus will first be on improoving the designs we alrady have.
- Design will start with our Artillery, wich can easily be given a gun twice the calliber. Padding teh Envirosuits will also be beneficial for survival.
- Unfortunately, the news were not so good for our troops. Apparently a large shipment of spoiled food was sent to them by accident
- In unrelated news, Berty Ashdown has been releived as commander of the 1st MG Infantry Brigade. Her high Seniority made that a problemtic thing to do. But it is better for our troops in the field do have more then just a good Supreme Command.
- work to build roads into Rafarar is slow going. However a upgrade of our logistics infrastructure has been started

Turn 3:
- Wurmsekt keeps going into Rafarar, but thus far only managed to secure some sand plains - not exactly prime real estate.
- Our new Artillery is finished. Besides almost doubling the calliber, there are every so slight improovements in the general gun design
- Our next goal is the Infantery, but not in a improovement way. The original design was lacking so we decide to go back to the big drawing board
- Wurmsect has requested a permanent, open a line of communication between our two independant cities. We happily accepted
- the ironically named Pax Volantis has taken over command of the 1st Bridage. Interestingly, he already joined a party - the MRK
- we sheduled a meeting on the Anima Circle. Given that we are approach the results of rampant religiousness, it seems rather prudent to do so.
- finally and most troublingly, Friedsekt has made a push south towards Starknitz. We are unsure how to deal with that:
Should we capture it, before they can? Or should we do our further expansion to the east - the barren land - after all?

Turn 4:
It is now 1 Enision year since we started our initiative to re-civilize our little moon. As fast at it spins, so fast do the years go by.
Our free Market really started going this season.
We figured out the idea to make Armored Personell carriers
We also found a cache of 400 GR Grade Laser Rifles and Combat armor, in the Mercenary Post "Standtop Mercs" in the Rafarar region.
We also no longer call the region "Rafarar". That was the name of the city. The region has been Dubbed "Frost" by our troops.
- we did some changes to Halfmarks setup. It has no a public budget of 5 credits/season, allows Emergency food and we are recuiting some settelers instead of army recuits - the mercenary camp will more then make up for it.
- As the truck station is now finished, we are also upgrading the Agri-Dome. Ironically it is all that hiring of workers for the other things, that let our food consumption go through the roof. We did have to buy some serious amounts of food for the time being, however.
- the meeting on the Anima Cricle revealed that they there was no obvious downside to their cult. And since it is better to have a devil you know, the decision was made to support them.
- the proposal to upgrade Hallmarks infrastructure yet again was floated around. However wit hthe current food uncertainty, it was posponed.
- we also finally explored the ruins of "Rafarar". There will be extensive work for our scavengers, in a not all to distant future.

Turn 5:
- the new "Soldiers at Arms" kit for infantery exited prototype stage and can be deployed. It structural based design alone is a step up. It is time to see if our Model Council can do equally good work with out MG Kits
- even with a massive hiring spree that exceeded the immigration, there is now a accute shortage of workers in Halfmark. We will have to see if the Governor is able to fix that problem. Meanwhile a new commercial area has opened up.
- Fruthermore there has been a waste dispose accident. Even with the full support of the Senate, Governor Blackpath failed at containing it
- we had out first combat casualties. Regretably as those are, we had to deal with a major group of armed raiders - the kind of foe only a milita or even proper miltiary can fight
- we also received Refugees from the region of Starknitz. The Raider Chief threatheend us to not let them in, but we did it anyway.
- (with that last decision, heart has overtaken mind in the Psychology group)
- a attempt to open communication with the Friedsekt was interpreted as a insult, finally and totall souring any relations we once had

Turn 6:
- The Friedsect attack on Starknitz has begun in earnest. Our troos are trying to cut of the attack, but are hindered by the Starknitz troops not understanding our motivation - or understand too well that we are not going to let them go about their raiding ways either
- War with Friedsect seems less and less inevitable. As our troops are currently most in the south-west, Halfmark itself was dangerous exposed. We raised two MG batallions and stioned them on the road, right at the border
- Our Friendship with Wurmsect keeps getting better and better. With the permanent comlink no longer enough, the propose we open Embassies in each others territory. A idea we wholeheartedly supported!
- but not everyone in Wurmsect is a friendly to use as the Lord itself. Factions in their Politburo are scheeming against our good relations. We could have tried to interfere, however without a dedicated Foreign office our chances of not making things worse were non-existant.
- Aron Jurawalker did walk the corridors of jurisdiction, when he managed to get every part of the administration on board with a increase of the Income Tax. This hopefully helps offset our giant worker costs
- It was considered closing down th metal mine to save on workforce. However with the price of metal for traders being through the roof, it is propably worth it to just sell the material. And of course the Rare Metals we still do not need
- our forces in Frost finally started to see signs of serious marrauder activity. It looks like there will be a lot more fighting, before the zone is secured

Turn 6 (contuation):
We know that while Wurmsekt is a militarist, currently the Isolationist faction holds sway. A major reason we can work with them so well.
We know that the Starknitz Hansa are Raiders.
However we only know that Friedsekt is a Militarist, not who is currently running the show.
And we have even less data on Blackstate.
So we tried to put those Anima followers and their Paranoia to good use, and send out some spies. Unfortuantely, both attempts to send spies into Friedsekt failed, while staying undetected.

Turn 7:
- The Friedsekt/Starknitz front has moved to close to the city for us to reiably secure it anymore. We ahve given up trying to secure it and will simply focus on establishing a decent border with that future Friedsekt holding.
-we explored eastwards - past the mountains - as far as our supply lines would allow. There is no indication of any life into that direction. So it would be worth expanding there, once we have secured the Zone "Frost"
- Judah Excel - Halfmarks current Governor- proposed to errect a Statue comemerating the Militia. It seemed like a worthy endeavor, so he got Government Approval.
- Wurmsekt contacted us with a Diplomatic Conundrum. Apparently some Traders are erroding war readiness with Luxury goods and they start a crackdown. They asked us to join them on the raiders in our part of planet. Depsite our wish to have positive relations with them, this went agaisnt our core values of Democracy and Commerce.
- Adam Jurawalker apparently learned a lot from the previous attempts, and this time succeeded in sending spy into Friedsekt. Hopefully that will clear up details about their Government a bit.
- the improovement of the Agri Dome has finished and it will soon start bringin us the (literal) fruits of the labor. The quota for the Icemine has been increased to 50%, to account for the extra H2O consumption
- We are beginning to corner the raiders in Frost. Recon indicates it could be around 7000 Armed combatants. While our force is smaler, we have no question it is significationly better equipped. Indeed we just upgraded 1900 Soldiers to the new "Soldier-At-Arms" kit.

Turn 8:
- for inexplicable reasons, Starknitz declare war on us. We do not yet have time to attack them yet, however
- the marrauders also attacked us, charging into our MG units. Losses were 5:1 in our Favor. They are now completely surrounded.
- the danger from that "Sewage Incident" is still affecting our Workers
- the people feel we kept our word to hold that degraded factory
- the new AMG Kit is ready for deployment, and it is propably a even bigger improovement then the Soldier at Arms kit was!
- it is high time to form another council. However such a decision can not be done lightly.
- some roaming thieves managed to penetrated our defenses and are starting to steal our reserve stockpiles. With some political support, the issue was resolve quickly with minimal losses. However, people are reminded of how dangerous the world is once again.
- With teh Design of the AMG finished, another goal has to be picked. With the way our current models are, only our light tank is in serious need of a redesign. But for the time being, the focus will be on developing Infantry deployed Anti-Armor Weapons: Design worok on a Bazooka has begun.

2 Recruit Mercenary left

Our current options are pretty limited to warfare. It is clear that we need beter leaders. So that clears it up:
We need a Interior Council for better recruitment options!

- Aron Jurawalker managed to Embedd 2 Spies in Blackstate. That should give us some idea about them and their goals soon

- In Friedsekt, the two important Factions are the "Isolationist Legion" and "Armored Front", with the front being slightly ahead. Given their behavior, the "Armored Front" are propably Expanionistic
- Upgrading Halfmark to a Big Town happened after all.

Turn 9:
- Anima Priests starting joining our military units. They should proofe usefull for our troops learning from action
- Pax Volatis requested to sentence and execute hos own Daugther, after she slighted a Familiy allied to his. The answer was a clear No: It is the job of our Tribunals to pass judgement!
- Our Policy speech came up. None of hte pressing topics were in favor of the Government, so we remained non-Comittal
- Damian Andordark was put in charge of the Interior Council. "He was the best option among equals" is just a nice way of saying "the one least unsuited for this task".
- The Interior councils focus was set unambigiously towards human resources.
- Friedsekt offered us a small present. Neither accepting nor deying it was without internal repercussions, so the option fell on accepting it
- The Lord of Wurmsekt is in search of a Special Item. We could get our hands on one to gift it for a serious effort - and thus we did.
- in forst the encirceled Maurraders tried to break out, but they failed. As their numbesr had now dwindeled to only 2k, only 2 units were send in. We only lost 100 Soldiers that were still using the old equipment
- We really lack the supply down there, to upgrade our units to a new equipment pattern. Nothing but a handfull of new AMG Kits could be delivered
- In frost, work has begun on a truck station anre recyclign center. They will form the basis of our future city down there. To allow for better flow of supply and people, the road is also upgraded to a sealed one as resources allow
-the two Borderguard MG Batallions are being disolved, to integrate them into a new 2nd Brigade
-Our Spies in Geotown reveled that they were simple Farmers. They were very thankfull for us to propose a peace deal. It is not yet clear how their opinion is on us offering to protect them
- Wurmsekt has massively expanded it's borders into the eastern Ocona Desert. At they current rate, they may make contact with Friedsects western border.
- minor changes in Orders for Halfmark. The Public Budget has been slash, in favor of icnrease worker salaries by 20%. This will help them keep ahead of Private Salaries

Turn 10:
- There is still fighting in Skarsnik. Neihter side is getting anywhere.
- At a considerable expense - particulary in the are of Industrial Capacity - we raised the 2nd MG Infantry Brigade. The commander is yet to be determined.
- marrauders have been besieging the living domes in Halfmark. This is not a foe conventional forces can pin and fight. Unfortunately even with our support, Judah Exley failed to contain the situation. We lost about 2000 people and the fealing of danger has massively increased.
- The Anima Circle wanted Government Blessing for a thing they call a "manifestation". To maintain relations, there was no option but to agree.
- Wurmsekt is holding celebration and we were - somewhat coldly - invited. But between Aron Jurawalker Diplomatic Skills and sending a large delegation, we made a good impression
- Damian Andordark failed at getting all the Paperwork for increasing the Sales tax in order.
- The Village of "Rockville" has been founded on the ruins of Rafarar. Including some Colonists, it reaches a population of 3600 for now.
- The Advisor has been assigned to Help the Interior Council with their future work
- Blackstate is after all, not open for deeper Diplomatic relations, It is deemed "impossible" they would accept Protectorate Status at this time.

Turn 11:
- Elections have been held, and the Popular Union won the vote with 67%.
- Our focus on Democracy, results in having numerous very engaged politicians t hat wen can call upon to fill leadership roles with
- the RPG model has finished, but it is a rather bad one. However teh focus will be on developing Motorcycle Infantery, rather then doing that design from scratch
- Rockwell needs a Governor and the 2nd Brigade a commander. Of course we have extremely limited Candidates
Going through our Junior Options, we found Blake Turner (II/37/34/27). Howevere he seems more suiteable for a secret secvice role then frontline combat. So we have to use Berty Ashdown as Governor for Rockwell and leave the Commander position open for now.- However amixup in communication ended with him up in the 2nd Brigade HQ instead. He had to be releived while things are being cleaned up.
-the last Cycle guns and Soldier kits have been replaced in Frontline units
-work on a road towards Starknitz has begun. Once we play to attack, we will have the supplies nessesary for that. Looks like Starknitz has - for the time being - repelled Friedsekt. Marching our 2nd Batallion to the border will also give Friedsekt someplace else to focus their troops on.

Turn 12:
- another Incident in Halfmark, this time Slaver Abductions. Even with out support, there is no way for Jdah Exley to catch them before. We had to withhold the resources.
- on the 2nd Try, Berty Ashdown has been assigned to the Goverenorship in Rockville
- the 2nd Brigade has spread out, to pose more of a danger ot Friedsekts borders. The 1st keeps advancing towards Startknitz
- the income tax has been incrased and is now at 50%
- we managed to palce 4 spies in Starknitz. That should give us a massive Edge in the Intel battle, drastically helping us to defeat their forces.

Turn 13:
- Our soldiers have been nuturing a high degree of National Pride. They understand how just our cause is, and are willing to die to see it done!
- "Harleys" is the name for our new Motorcycles. Unlike buggies who have some weaponry, Motorcycles are pure bred scout units. Unfortunately, the design is not that impressive at all. But for now, developing a mechanized Artillery is more interesting
- yet another incident in Halfmark, and this time internally. He apparently had jury duty and got a bunch of kids that stole food condemened to death. We let the sentenc stand without comment. 3 Miliat units will deal with any unrest that comes out of this
-2nd indicident in halfmark this season. Apparently some farming work lead to a ancient AI robot being activated. While blind and immobile, it is causing considerable damage in the region. We had to throw our full support behind Exley, just to avoid him bungling that up too baldy.
- the interior council found us a halfway decent civilian leader. Hugo Lewis (II/33/35/27) has some Investigation and Oratory Skill, making him very suiteable for the role of governor. He will stay in reserve for our Conquest of Starknitz
- the 1st Motorcycle Scout Battalion has been formed and attached to the 1st Brigade
- we re-established our Espionage network in Friedsekt.

Turn 14:
- For once there is not even one major incident in Halfmark!
- apparently some of the Bureaucrats in the Supreme Command Council are suffering from Radiation exposure. There was a option to put some part of the treatment infrastructure into the SCC, but that will not happen. Instead they are offered subsidized access to private clinics.
- field training started for the 2nd Brigade, still without a suiteable commander.

Turn 15:
- the Popular Union demanded that we make a serious effort to improove our democratic values. An acceptable Demand
- the option to form another Council came up. While Economic, Staff and Military are definitely needed, we are lacking the resources for eitehr right now
- a incident in Halfmark yet again - but this time a positive one. Some people managed to set up a black market right under our noses. Letting them be and just reaping the benefits was one option, but it was the saver bet to close them down and sieze about 1300 credits (really could not afford more Meritocracy)
- We captured a Wurmsekt spy, and they asked us to return him to them. The deal was entirely acceptable
- after way too much time, we finally managed to secure a mercenary as leader of the 2nd Brigade. Quirine Gallihands (II/26/27/31) comes with quite some command experience and will make a excelent person for the job
- we hired another young leader, "Damaris Wallcrest" (IV/30/39/31). She comes along with extensive knowledge of Agriculture. She repalced Berty Ashdown as Governor of Rockville right away
- the work on Barracks has begun in Halfmark.
- after delays since basically it has been laid down, the recycling plant in Halfmark has finally finished
- attempts to get Berty Ashdown to retire have thus far failed

Turn 16:
- our comitment to democracy, gives us extended skill in Conflict resolution. Not only will that increase Quality of Life in all our cities with the proper infrastructure, but also negotatiors can now join our military forces. These may be able to get enemy forces to retreat from battle, even after a short exchange of fire
- people in Halfmark are getting exceptionally comfortable. Support for the militia is dropping like a stone (Civilsiation hit over 10. Playing "Militia loss of faith")
- Damaris Wallcrest has been installed as Governor of Rockville
- again Wurmsekt looked fora special item we had access to. Again, we spend the effort to get it
- the MRK demanded that we icnrase the morale of our soldiers. We accepted and then gave them a pay-raise - they now get 1 milicredit/Seasons
- we sucessfully captured Starknitz. No casualties.

Turn 17:
- We hit our goal for Soldier Morale pretty much instantly. We will keep them at this pay level
- The Starknitz raiders still in the field do not seem willing to give up, just because we took their city. It looks like we have to proove our right to control there in no uncertain terms
- to opportunity for a new Policy Speech came up. But there was no easily done pressing issues, so we remained vague.
- A Former Senator of Wurmsekt - back when they still had a senate - has been living in our territory for a long time. Now they are demanding his extradition, using our relations - and the wellbeing of our traders in their territory - as a bargaining chip. This prooved enough of a chip to grant their request
- Berty Ashdown formed his own Party - the "Humanist School" (Heart +3)
- With Starknitz, we inherited the Raiders Hedonistic cult. A meeting has been sheduled to deal with that Cult
- as planned, Hugo Lewis - by now a MRK Member - is assigned as Governor of Starknitz
- while Starknitz certainly had the population for it, it is not yet time to make it into a proper Big City
- first order of business is dealing with a Demagogue in Starknitz. He is advocating for armed resistance or emigration to the free folk. We can not curtail freedom of speech by arresting him (can not afford Enforcement) and it seems unlikely we can talk people out of following him (no room for Merit, poor chances). So we just let them go on their way. They will be back once they realize how good the people there will have it.
- Starknitz Transport hub is now in Government hand.
- the connection between Halfmark and Starknitz is a serious question. Hopefully finishing upgrading the roads to Paved ones will fix any problems. If not, Railways may be nessesary.
- we found a ancient Archive, wich gave us the knowledge nesseary for Vidcom Broadcasting
- Starknitz as a town is positively huge. At over 66 thousand, it easily dwarves Halfmark at 34 thousand. However the chances stand good that population will migrate over to Halfmark and Rockville soon.

Turn 18:
- The mobile Artillery Model "Bee" has been revealed by the design council. It is production ready at any time, but not yet needed. Time to look into a APC design
- A decision on the mater of the Mystic Temple has fallen. While their Hedonism would give a significant bonus to Private Economy, their Hedonism would alos make it hard to recruit workers and Soldier
- Roaming Bands of Thieves in Rockville have been going for private and public stockpiles. With our support, Damaris Wallcrest managed to resolve teh issue Satisfactory
- In halfmark, work has begun on bigger Bureaucratic offices and a improoved command bunker.

Turn 19:
- our long running "Time of Bureaucracy" (extra BP) has ended. It is now a "time of Revolution" (weakest faction gains support)
- The movement of the remaining Raiders around Starknitz gives us the excuse we needed, to capture some Friedsekt territory.
- Pax Volantis - Commander 1st Brigade - sugested to put the portraits of important Leaders in teh schools. However that does sound too much like a Autocratcs dream, so we had to reject it.
- Secretary Logan Noonan - while with some troops cleaning a minefield - recklessly tried to disarm the first mine. This caused a bit of unrest, but not enough to interfere
- A second meeting on the Hedonistic Raider cult. From now on, this Cult will be considered a outlaw organisation.
- the Popular Union demanded that we improove our Bureaucratic Infrastructure. Luckily we had already started projects for that, so it is not a big issue.
- in the remote regions of Halfmark, we found a Independant Lab. The idea of pressing them into service was deemed inacceptable. Instead they will shared their findings with us.
- to finally get the private Farming in Rockville going, a massive Stimulus Packet was given. 59 Credits will flow there each month.

Turn 20:
- Design for the "Heavy Wheeler" APC have finished. Structural Design is okay (98), but effective design is lacking.
- but the design guys had a idea for a "medium" tank, wich should be rather interesting
- we sold a large amount of Rare Metals and Metals, to finance furthre retiring attempts aimed Berty Ashdown. And he actually accepted a 500 Credits retirement plan
- The Interior Council under Damian Andordark managed to raise the Sales tax to 25%
- We found anotehr Ancient Archive. And this one contained the details on how to make Combat Armor. Once the design council is finished with their current Tank task, upgrading our Military Kits with it will be very high on their list of responsibilities.
- two new Junior Leaders have been hired:
Cliff Starwalker (III/27/30/30), bringing some combat skills
Banshee Hamilmate (III/33/43/43, bringing relevant Intimidation and Interrogation skills
- The idea of relieving Damian Andordark for Cliff Starwalker was in the room. But it would not be much of a improovement at this time (same int., no skill +2 Capacity, but even worse in Authority)
- in Starknitz, the just finished BP Offices are already being upgraded. Work on the command bunker still continues.
- we are pushing the raiders further west, taking as much Friedsekt land as possible along the way. If our movement continues into that direction, we will propably need a road across the mountains to keep our units in supply.

Turn 21:
- Elections have been held. The PU is still the leader at 57% of the votes, with the MRK being at 43%.
- Curiosity is a virtue. Our commitment to solving issues by thinking is starting to pay off, helping is convert captured populations to our culture a lot quicker
- The question wich kind of soldiers we should promoto to NCO posts has come up. Some Favor Skill and some Favor Zeal at the exclusion of the other. But we need both in our NCO's (Autocracy, Meritocracy or neuteral choice - picked Neutral)
- The Secretary was invited to a play, took offense at how the President was depicted and ordered the play terminated. That caused some minor Unrest. But again, not nearly enough to care about it.
- our workers in Starknitz are being harased. We could send in our Troops, but that seems to autocratic. We could also try to talk them down, but it is not in our nature to inhibit freedom of speech like that. To dismay of our workers, we could simply do nothing
- work has begun on a Farming Dome in Starknitz. Our workers had to use their salaries to buy food, as apparently transporting from Halfmark is going to slowly.

Turn 22:
- the set goal of improove our Beureaucracy was easily smashed
- our society has eveoled some sort of a "Technology Fascination".
- the Anima Priests requested our blessing for a larger Gathering. We hapily gave it to them
- the workers in Starknitz are striking. However we eaily have the credits to adress their pressing issues
- Damaris Wallcrest - Governor of Rockville - requested permision to have a personal guard. This is not acceptable. Private armies are the bane of Democracies!
- it is high time to form a new council. The Staff council could help us by developing new orders of battle and postures. And with Banshee Hamilmate, we have a good candidate for it.
- Wumrsekt requested the release of yet another spy. We accepted their exchange good
- a Large marrauder groupp of a bout 2.4k armed people has been defeated. Again, no casualties.

Turn 23:
- Our Open Politics allow a lot more voter influence, wich makes them quite happy to life with us
- Hugo Lewis requested to degrade workers on one of his estates to a quasi-slave status. This is of course not even worth thinking about!
- we found a even better Candidate for the Staff Council, someone from our military forces: Dawn Xonium (II/20/27/26), comming with Leadership and High Command Skills. However it did take some Wrangling to get her even considered for the post!
- after Bad Rations had been send to the Troops, the President had a massive outburst causing quite a bit of fear to grip the people of Halfmark (played 2 Paranoia and 1 Bad Ration card; 47 Fear)
- Another ancient archive, this one contained all we need to know to make Anti-Armor High Velocity Guns
-Aron Jurawalker managed - against considerable resistances - to talk Friedsekt Government into openiung a permanent line of Communication
- a scientific outpost and a security zone have been created in the hinterlands of Halfmark

Turn 24:
- the PU feels we did not do quite enough to strenghten our Democracy. But there was just not more that we could have done!
- our ammo as actually getting a bit low. The order for 1000 Units of ammunition - primarily bullets - has been given and executed
- for hte first time in forever, we had significant casualties when fighting the raiders. About 100 Soldiers died
- a whole town of Free Folk is showing interest to join us, if we can just protect them. Luckuly they are very close to our troops and the expanding road network, so it should not be a problem at all!
- another demagogue in Starknitz and no way to stop him, that still follows our priciples.
- another worker Strike, this time in Rockville. It is easy enough to fullfill their demands
- for the first time in forever, there is a slight issue with energy production in Halfmark. It is time to build some solar power plants to fix the issue.
- the inerior council organized some Wargames and a Cabinet Retreat- Damian Andordark however failed at organizing both. We would really like to find someone to take over this job, but this far he can not find anyone.

Turn 25:
- Our scouts found some Automated MG turrets from the Galactic Republic era. Now we just need to find a way to move them somepalce more usefull
- the last forces of the former Starknitz Hansa have been defeated. They did put up quite a fight in the end - kill 200 soldiers and a Animal Prise - but stood no chance after all. This chapter is now finally finished!
- there has been a Indicent with Quirine Cllihands, commander of the 2nd Brigade. She took offense at youth spending time in a bookclub, had it disolved and the members drafted. We reversed here decision and Disciplined her
- a new Faction has been gaining traction. Damaris Wallcrest (Governor Rockville) had formed the "Sacred Cricle" and now demanded we hire a member of that Group. The person in question is Gemma Nobisun (II/24/34/22), someone from the Artillery or MG Groups of the military.
- Logan Noonan has been releived as Presedential Secretary. Unfortunately he is resisting attempts to get him into retirement.

Turn 26:
- The Sacred Circle Demanded that we incrase the morale of our Soldiers. This should be a easy enough task and was accepted
- someone in Wurmsekt is offering to increase relations - at a inrecibly high cost of 1500 Credits. It was rejected
- our industry is quite a bit behind the curve. So construction for new factories has begun in Starknitz and Halfmark
- Even the stimulus in Rockville is not getting anywhere. So teh zone has been excepted from Taxes, in hopes of finally getting that Food production going!
- A Referendum was held in Rockville, to evaluate how Damaris Wallcrest is doing. She lost teh referendum and was removed from the post

Turn 27:
- FInally, the work on hte Medium Tank has finsihed. It is a very slow moving thing. However that does finally free them up to work the new combat Armor into our infantry
- A new Governor for Rockville is needed. We found that leader in our Civilian Sector: "Agnes Cryorock" (III/32/25/29) has extensive experience in Adminsitration and Social Skills
- a group of radical young talents requested that we decrease employee slalaries to fund their project. It seems like the Economically viable thing to do!
- the PU demands that we increase our tech level. It does seem like getting a Economci council is years overdue, so we agreed to it
- we called up our new Secretary - Banshee Hamilmate - to form a Economic council. It is quite politcally taxing to push such a project, but it should be worth it

Turn 28:
- Once they were moved to our cities, in supply and resting our Soldiers morale quickly went up
- the new Kit for our Soldiers is now ready. While the goal was primarily to implement the new armor, the gathered field experience with teh gear allowed the design to improove teh weaponry drastically (79 to 108 Weapons design). Next goal is trying to same with the MG units
- the time to select the leader for teh Economic council came up. Damaris Wallcrest seems to be the most suited leader right now. We hired a new Civilian to shuffle the Sugestions a bit. But Meg Menkib (III/32/38/28) did not proove to be much more suited. So, Damaris it is.
- the primary goal of the Economci council is to find new economic technology. However, any resources they may find underground would be very helpfull as well
- a Agitator in Starknitz is getting our Workers to walk out on their jobs. An extra payment easily fixed that up!
- Starknitz has reached the point where it can be fully integrated. It is now a fully incoporated Zone, that has to do it's share for the Military and Colonisation efforts.
- Starknitz was furthermore upgraded to a Big City
- It is high time we dealt with Friedsekt. For too long have we been sandwithced between to major Regimes. If we have their lands and population, not even Wumrsekt would be able to challenge us anymore. For that purpose 4 Spies have been send into their territory and the both Brigades are deploying along the border!

Turn 29:
- the new MG units have been finished. While the weapon improovements are not nearly as radical, it is a improovement none the less. Work on Antitank Guns have begun, as we expect to see at least some enemy armored vehicles.
- the Sacred Circle demanded another improovement of the Bureaucratic Infrastructure. But we have no time for that right now!
- by selling a lot of rare metals to the traders, we managed to easily get enough credits to resole a protest in Starknitz by using money
- work on hte Factorie has been set to a way lower priority, to free up metals to upgrade our troops.
- finding a rare metal deposit in Tevufield - Halfdmarks public Farming Domes - prompted the building of a rare metal mine. It is one thing to have some scavenging posts. It is anotehr thing altogether to have a proper mine
- A prospecting Push found a 3rd Rare Metal Deposit (the 1st being known to us since we started our expansion)
- we finally got Logan Noonan to retire
- Damian Andordark failed yet again at holding wargames for our OHQ commanders

Turn 30:
- we fullfileld out promise to hold the Free Folk town
- the workers council within the Interior Council held a vote. They request shorter worktime to increase their productivity
- Damian Andordark finally managed to find a set of suiteable replacements for his post in the Interior council: 2 Juniors and 1 Senior Leader ahve been added to our pool and he is returned to the reserve pool

Turn 30, continuation:
(I upgraded to 1.03 beta 4. Let us hope that does not blow up in my face)
- war on Friedsekt has been declared. Our troops are advancing into the enemy Territory. So far only minimal enemy units have been detected.

Turn 31:
- Elections have been held it is now:
Popular Union (PU): 47%
Merchant Republican Knights (MRK): 33%
Sacred Circle (SC): 20%
- we found some metal deposits in Starknitz. Work on the Mine has already begun
- the MRK demanded that one of their Leaders be hired. An acceptabe
- the model design hs finished Project "PK", their Anti-Tank gun. The design is below-average, but should be salvageable. Time to try out a totally new RPG design, to replace the "Thunderstrike" and it's severe Strucutral Flaws
- the selection of leader for the Interiot Council came up. "Meg Menkib" (III/32/38/23) was generally considered the ideal Leader. While her strenghts are clearly biggest in Leadership and Covert Ops, she also brings some Administration skill to the table.
- A minor Worker Strike in Rockville. It was easily dealt with by spending some credits on the issues.
- the Economc Council organized some extensive Priate Investment in Rockville. A major step foward to get the Farming Dome running there
- a concerted Archeological effort in Halfmark unfortuantely failed
- "Opportunity plus Instincs equals Profit". This has been a old saying among Economist for centuries. Scavenger teams may now join or form in our troops. The will take every opportunity to go over the equipment of defeated enemies and trying to get things worth selling
- the 2nd Brigade changed to a Fluid Defense Posture, as it is now in direcet contact with hostile forces
- the 1st Brigade still has not found any unified enemy front that could be fought effectively

Turn 32:
- Most enemies seem to be gathering on the western front. there are also signs that the enemy has 3 full brigades. The enemy uses combat armor and Automatic rifles, just like us. Their focus on military readyness (Fist Profile) also does it's parts for increasing their performance
- Governor Hugo Lewis of Starknitz wants to organize a Party for our veterans. It was rejected and the request isntead relayed to the proper Bureaucrat
- Anima priests are one of hte most common sights in our Armies. Every single frontline unit has at least 1 group. They help a lot with training our troops.
- we also managed to upgrade most of our MG teams. Still, we need more resources to fully upgrade our army. And we may have to save some to raise a 3rd or even 4th Brigade.
- Militia has been mobilized to reinforce the western frontline. Particulary those people from the free-folk town will be a very positive factor here.

Turn 33:
- more metal in Starknitz
- the new "Panzer Scare" has been finished. It is better in every area, with the only possible downside being that it seems almost too good to improove much further. The new goal is a new Motorcycle design, as the specific design and the Structural design are rather lackluster
- our 1 biker Scount Batallion suffered so9me casualties while being pushed back from the enemy city. But their mere presence in sight of Klinghausen seems to have caused massive re-shifting of enemy forces.
- a new policy speech opportunity came up. The issue to be adressed will be a improvement of the news and entertainment infrastructure
- another one of thoe opportunity to increase relations with Wurmsekt came up. But again, the price is way to high at 1200 Credits. Agai, all we could do was reject it.
- our Advancing Militia found enemy tanks. Light ones with minimal armor, but tanks none the less
- we are not making any headway - but are receiving plenlty of casualties - on the northern front
- most of our field unis have been upgraded to the new weapon and armor spec, just some SAA I are still around. Additionally a indepedant unit of RPG Troopers have been raised. Thy are poised to help with the enemy tank unit
- it hsa proove exceptionall hard to install - never mind keep - spies in Friedsekt. Clearly their counter-espionage is top notch.
- Attached teh Advisor to the Economic Council

Turn 34:
- we fullfilled the demand to increase our tech level
- one of our militia units was hit repeatedly and almost wiped out
- the option for a new Organisation came up. And a miltiary Council might help us get a technological advantage on the Friedsekt
- the anima circle requested a blessing for a thing in Starknitz. Once again, something we can support
- tactical consideration: The Rocky plains around Klinghausen would be the ideal terrain for tank units. But our light tank design is pretty underwhelming - weak engine and with a poor design to boot.
We have the basic organisation to integrate APC's into our MG Units, but this design is also not particulary good. But new APC's would certainly be a good goal for the design council
- we started work on VidCom stations in Starknitz and RockVille. This will fullfill the demand for entertainment and information
- the Halfmark-Starknitz road has become a bit of a bottleneck for supplies going to the western part of the front. Work on a Truck Station and Supply based around the middle of the road has begun. But the Industry Capacity to do all those projects might become an issue
- we finally got Androdark to retire, even if it cost us quite some money. But the Silver retirement Package prooved too convincing for him.

Turn 34:
- the enemy blodied itself, loosing 900 Infatry, 20 Tanks for only 200 Infantry
- the Model "Bike Boyz" has been finished. Almost perfect in structural design, it also boosts are very good effective design. Work on a new, fuel efficient APC has begun
- the New Military Research Council needs someone with good science skills. Unfortunately, we have nobody tha would fit the bill. But even looking a promising Civilian Leader, we could only find a suitabiltiy rating of 12. And it took quite some wrangling to even get him int oconsideration!
-The Staff Council has been refocussed entirely on new Orders of Battle and their operationalisation
- a minor worker strike in Starknitz. Resolved the same ways as before.
- in the north, our troops managed to advance towards the city, as the enemy simply keeps retreating further and further
- in the west, one enemy batallion tried to cut the supply line. Instead it got itself stuck cut off and outside of supply
- tehre are still plenty of old soldier kits in the 1st Birgade. The supply situation simply does not seem to allow sending any more there
- selling conventional and rare metals to the traders has give us a healthy supply of credits
- Conversion of the Raider Culture in Starknitz is progressing very slowly, as it is exceptionally traditional

Turn 35:
- another bloody round of the enemy. 700 loses to our 300.
- after the enemy exhausted themself, we found several opportunity to counter-attack. The western front is pretty thin, but the norther one is starting to surround the city. There were quite some casualties on our side, unfortunately. But those should be seen as a investment to end this war
- we need some more fuel. Luckily we did capture a number of enemy farming domes. While they have been reduced to 25% capacity, they are still producing. This excess food could be funelled into a biofuel refinery.
- Rockville is also getting a proper public farming asset. Importing food is really getting uselessly problematic. And we did also capture the enemies water mines, so water is not an issue

Turn 35 (continuation):
- two smaller Farming domes near Klinghausen are beign scrapped. The big one that we already conquered will be quite suficcient to supply the workforce, once it is liberated
- in Halfmark, work on a Barracks and a expansion of hte Solar Panels has begun
- with them having a energy consumer soon, another Solar Panel set is build in Starknitz as well
- the Interior Councils new leader tried her Luck at organizing a Cabinet Retreat. It was a rousing success (rolld 100 on +49)
- we took another Junior into our reserve pool, but also managed to retire one older leader with limited potential

Turn 36:
- The enemy is unwilling to engage our forces, instead they keep pulling back towards the city
- the stated goal for Entertainment has been reached easily
- for the first time in forever, we have run out of machines! Thus far some early finds in ruins had kept is afloat, but now we actually have to buy or make some. But with the building projects we lack the IP to actually build any, so traders it is. Unfortunatley the price was quite high
- The Sacred Circle forced us to put "Casander Rayrock" into our reserve pool. II/32/31/30 with some skill in tank Tactics and Demolitions - so he would make a excellent commander for our future tank forces!
- there was a waste Disposal Accident in Rockville. With Government support it was well managed.
- that broken through unit is still a thron in our side. It is prooving very hard to catch and keeps disrupting supplies to the western front
- relations with Wurmsekt are at a all-time low, so giving them some credits as a gift was seen usesfull. THe gift was accepted graciously, but the effect is minimal
(there is a odd disruption in construction and working. Hopefully it is just a temporary issue)

Turn 37:
- the new APC "Troop Carrier" is finished. The design is less then optimal. All areas but weapon design are inferior. And while the lighter engine makes it much mroe fuel efficient to operate, it also makes the units incredibly slow (-50%). But in any case, the idea using APC for advanced was reconsidered. Tanks seem like a way better option right now. Time to work on a new light tank design. With a 60mm Howitzer, 100mm Armor and a Light design engine it is heavily overweight. But luckily tactical mobility is irrelevant for taking a city!
- the Sacred Cricle demands that we grow the private economy. A easy task, as it basically grows itself!
- there seems no more freefolk left anywhere in halfmark. It seems we attracted them all int our city. Wich is now also 13k bigger then Starknitz
- Starknitz finished it's construction projects, meaning all resource can now flow to halfmark. Rockville is battling with a worker - and indeed population - shortage.
- that unit in the backline was finally defeated
- the Encirclement of Klinghause has happened - and with the bulk of the enemy forces still outside! Only about 4000 soldiers managed to evacuate into the city. The city was then summarily stormed, with minimal casualties. The victorious units were the 5th Batallion, 1st Brigade and 8th Batallion, 2nd Brigade
- Hopefull the lost of their one - and only - city, will get the enemies to surrender. But even without it, we are now in control of 61% of the remaining population. With nobody close behind. Our victory is only a mater of time now!

Turn 38:
- Mad charges at every front - except the city itself. 400 dead on both sides.
- the question of private assets has been resolved, as we now control those of Klinghausen
- Klinghause seems to house the mysterious "Shadow Cult", the one wich has vowed to destroy the anima cult
- it looks like the enemy forcs are not yet willing to give up.
- the Popular Union demanded we strenghted the Government. But this runs counter to our goal of Libertarian economic policies. So it had to be rejected.
- the question of the future governor of Klinghause came up. Archibald Meteorwalker seems best suited for this job, extensive knowlewdge in investigation to keep the securty high
- there have been some riots in klinghausen. But once more, money solved our issues quickly!
- a hidden village was found in starknitz, their people willing to join us as colonists
- we now have a bureacracy large enough to support an additional Advisor. Maggie Keppler with her Exceptional Improvisation skill is hte obvious choice. She was instantly attached to the Governor of Klinghausen
- given that we no longer need a large army, the recruitment incentives have been slashed. It remains to be seen how many people are willing to join us or a more voluntary basis

While technically I have not quite won, I am declaring this a victory. It is just mopping up Friedsekt and maybe taking a bit of terrain from Wurmsekt. Wich should not be a problem, given that I got around 3 times his population.
