[1.20d] Delegation relation change bug

I've sent delegation to my neighbouring Major AI. I had 100/Blackmail relations with them prior to this. Delegation was recieved well and the game said our relations turned to Allies. But in reality they became Hostile instead. I did not attack them or anything that turn.

Apologies, that bug must have been there since a long time but not have shown often since the trigger for it was buggy as well. No Major should go from Blackmail to super-friendly in the first place. Will be fixed upcoming patch! big thanks for spotting and reporting with the save file.
