[Solved][1.12p2]Scientific exchange

The previous turn, I removed the leader of foreign affairs to replace him with another this turn.
Result: I received nothing as a discovery or research bonus this turn.
Is it a bug?

If you remove a Director at turn X and then instate a new one on turn X+1 it means there is no "real" leadership in between. This is normal.
