[1.08.05]I can not engange hostility via Airforce if I have peace with a Faction

If I have signed a peace with someone, I am unable to send a Air-mission against their territory.

Normally I could declare war by flying a air mission against their terrain. The "valid targets" filter for Air Missions simply omits territory of someone I have peace with.
