[1.20d]Need to declare war on myself to fight my rebels

I interacted with the AI. Got a poor roll.
A single Sentinel Spawned on 19/1.
It spawned as "[Regime Name] Rebels".
It did not declare a ware between those rebels and myself.

When I try to attack them, I am warned I would declare war on myself if I attacked them.
