Meeting Garrison Requirements

I'm playing the Germans, and I keep getting a message that I have failed to meet the garrison requirements when I try to end my turn. Except, on the garrison screen, I have more CVs in place than the listed requirement. So, what does this mean?

No security unit in the specified cities in most cases. You may want to provide a screenshot

You can use Shift+K hotkey to show all the garrison cities and whether there requirements are being met by the color coding.

Garrison screen also shows cities to be garrisoned. There's a CV value and an S displayed, the latter only when the required security unit is in place. AFAIR CV in garrison city must be 10 (I'm not sure) + the security unit.
