Most effective way to Air Resupply

Trying to determine the best way to Air Resupply. From experimentation it looks like having a airbase directly on the hex with units nets the best result for those specific units. If I wanted to keep a pocket fighting, would it be more effective to place the airbase with the HQ and then resupply the HQ (so the supplies flow to all the units equally)?

Any difference with Fuel?

Can you actually specify fuel delivery?

Been a while since you did any air supply in WitE1, heh? Yes you can specify what kind of cargo will be delivered. I was shocked when I found that I could not specify what type of cargo to deliver in WitE2. Also, it gives no indication of how much cargo will be delivered in WitE2 either. Bummer.
