I asked Telemecus and he concurs. So if you evacuate factory points that get destroyed by the upgrade, the remaining factory points would be less damaged.
That's a good point and definitely something to consider.

After hours of confusion, I think I found some minor errors in v2.5.5 Unofficial Manual for WitE v1.11.03 when comparing it to the whatsnew.pdf
18.2.1.1. on page 161 isn't updated for v1.09.01: Increased the number of disabled men killed each logistics phase on the Axis side from 0.05% to 0.25%. This means returns will be reduced from 0.95% to 0.75%. Soviet ratios remain at 0.5%.
5.4.2.1. on page 52 isn't updated for v1.11.02: Damaged elements will yield more disabled men while being sent to pool or discarded during the logistics phase, 50% for the Soviet (instead of 40%), and 40% for the Axis
(instead of 30%).

Section 15.3.2.5. Civilian Population Labor Assist to Fort Level Construction is not quite correct if read literally.

Testing indicates that EACH team has a construction value of 20. Thus, Leningrad with CLV of 6 would have 6 squads of 20 CV available for labor, for 120 total, not 120 per squad for 720 total as the manual suggests.

Also, CLV equalling town size/6 (for Soviets) rounding down is not consistent with towns size 2-5 having always 1. My testing indicates that towns 2-11 have a CLV of 1, which is consistent with what the manual is probably intending to convey but is unclear.

I'm attempting to update the manual but I'm stuck with this although it seems simple enough?

13 Changed repair modifier for Snow weather from -5 to -10, for Blizzard from -15 to -20, and for Mud from -25 to -30. Reduced base repair chance from 15 to 10. Reduced German vehicle repair bonus in 1941 from 5 to 0....

Is this refering to vehicle repair (21.1.6) only because if it is all i've got is a percentages e.g 75%. No refence to a modifier!

If it's not vehicle then what is it as I can find no other reference. Mind you been a while, so I might have missed something.

Just to confirm they are percentages e.g. -5 mean 5% less.

Thanks for the repost Telemecus! The Soviets would not want to lose these two MiG-3 factories as they upgrade and expand to 44 IL-2's each by mid-1942.
