one question:

Can the game be edited in a way like War in the pacific?

For example can aircraft datas, industrial output, reinforcements, etc be changed?

Sorry, there is not.

We've had the question come up a few times both during production and since release. The nature of the game requires considerable hard-coding, making editing the data files rather dangerous. See here for an old answer that sums it up...
