Always broke, no replacements, can't build.

I'm playing as Royalist. I'm maybe fifteen turns in and I am unable to build anything due to almost no funds, but also virtually nil war materials. Replacements are non-existent. I capture towns and cities, and nothing changes. I've activated all the options I can. What am I doing wrong?
