cant increase ship build size please help

i made a new tech that could be researched after the tech that gives you a maximum build size of 1500 I think but when the modded tech is not working and the only to get a ship above that is to use the editor is there a hard limit to how big ships can be it all works in the tech tree except the game doe not acknowledge that ships can be build bigger

here is the tech I did please tell me if I did something wrong

Probably conflicting tech level in ABILITIES section.
;112, Colossal Construction have same tech level as your tech
