support unit AI selection method

Most BG's have a whole list of available support units.
How does the game decide wich units it fills the support slots with.
It seems tanks are always chosen first?

example: 3 support slots available, AI fills these with 3 tanks.
How can the AI be "tricked" to pick 1tank, 1MG team and 1 mortar?
