Let us first be clear on what we are talking about. A formation consists of subformations. Think of the counter (the formation) as a unit, whereas the sub formations are it's contents.

The 2 tanks have their own movement type (tracked), and can carry a certain amount of troops, not an unlimited amount of troops. How much they can carry depends on their carry stat, and what they are carrying, the weight stat. I am not quite sure what a Tank can carry, but it is more something along the lines of 5 rifle, rather than 21 (half of what is not tanks in your unit).

The Rifle and Mortars also have a movement type (foot), and it is somewhat less than that of a subformation going at tracked movement speed. Since not all are carried, they now move at foot speed. So every time the tanks move, they move at foot speed too. This causes them to lose the same amount of APs (Action Points) as the rifle and mortars.

So NO they are not three different formations, but three different sub formations, with a move calculated by the slowest one.
So,I have 3 sub formations,each with their owne movement speed and points.How do I move only the tanks,in one direction and the mortas in another direction ? Or,do I "have to" move the whole formation ?

You "have to" move a whole formation. In that sense ATG is no different from other hex and counter games. Counters are moved on their own. ATGs allowance for your own composition of the mix of subformations is. Other games would not allow those, or have a fixed composition.

Anyway, yes. Formations have to be moved as one. BUT that does not mean you have to keep the composition of the Formation. You CAN create a new formation, the same spot as the one where you have your tanks in, and then transfer either the tanks (and men that they can carry), or the men that are surplus. You will then have two formations. One that can move further than the other.

Thanks for that.I get it now,but that means 2 things.1 To move your units up to the front is a 2 stage operation (from S/HQ to sub HQ from sub HQ to formation )and that also means that transport is much more important than I thought,because you MUST have trucks/trains to move things around.So,going by that.How can I tell how many more trucks/trains I need ? Lets say that I want to move some artillery and the transfer window tells me that I have 1000 LandCap and I need 2000 LandCap,how do I work out how many more trucks I need.
Also I went to upgrade my oil and it said I needed more EP ( engineer points ) and PP Political points.Do I just have to wait for the engineers to get more experiance and can I hurry the PP along ?
I am experimenting with all this stuff at the moment but enjoying the trip.

That depends on what you want to transfer and how many APs it is away. Remember distance is travel distance, not from point to point, you can't just count hexes. In general that kind of uncertainty makes it hard to say anything about what you need. Rather then asking yourself how many trucks do I need for this and that, ask yourself, how far can I currently transfer it. But in your example, if you have 1000 landcap, and you need 2000 landcap, obviously you need double as many trucks to transfer.

Engineers don't use experience, but EPs (Engineering Points). They generate at a fixed rate each turn. That is readiness times that rate, times the number of Engineers in the unit. I don't recall the fixed rate. Also, there is a cap on how many turns of EPs can be stored.

PPs you build yourself in cities. So you decide when you have enough ;)

1 - The figures I used were just to simplify my question.What I really need to know is how do I work out how many trucks/trains I need to move various units various distances ?
2 - I am still a little confused about how I can move 2 tanks from my subformation a few hexes,in the transfer window there is only my sub formations and 3 types of Cap ( Land,Sea and Air )I dont see any option where I can just move some tanks,using their owne movement points.

It requires a calculator and knowing the exact landscapes/roads you will transfer over, and the weight of the individual subformations, to determine that. Nobody does it.

Yes. You can put a few rifle/mortars along with it, and they can (if you choose few enough) be carried by them. I think the limit is 5 for each tank.
That makes this game very much more interesting.Now,instead of making generic sub formations you have to compose your sub formatiobs with care,taking into consideration what it is you want to do with them.Looks like I will have find out how to use the TOE.
