On mine ( the Phoenix random game ) I get 1 more option "Hq with commander " what does this other option do ?

That will put an Officer in the HQ. Officers are an interesting addition, made after the game was released. To use the officers abilities, he has to have staff to command.

That officer in the HQ poses an interesting question.How many officers do I need in that HQ ? also,while we are talking about numbers,how many engineers do I need to,upgrade an oil hex to the next level/blow up a bridge,construct a road etc ?

Well, how many is easy. Either 0 or 1. You cannot have more than 1 (in each HQ). In general officers only help units under them, not HQs, so it will be natural to have only Officers in Combat HQs. That is those HQs you expect will have their subordinate units, fighting.
Staff on the other hand is a different matter. Each HQ can have any number of staff, since you can transfer any number into them. Staff can command a certain amount of Power Points. Each Subformation has a power point value. If the staff has less or equal than what they can command the units below them get a combat and morale bonus. This bonus I've seen as high as 250%. So it can be very significant. Of course the units have to be within range of the commanding HQ. Which is 5 hexes.

Engineers generate engineering points, and they can save up to a certain value, usually around 5 times the number of engineers in the unit. Building something requires usage of Engineering Points. How much depends on what. Also there might be other restrictions as to what is required. For instance Raw and Supply are typically needs.
As for blowing bridges. Even a single Engineer could be successful in blowing a bridge (though most likely not). The bridge has an amount of structural points (500 I believe). What happens is this. You try and blow the bridge. The Bridge gets a random number from 1 to its structural points assigned to it, and then the blow attempt gets assigned a random number from 1 to Engineering points of the unit trying. So If an engineer unit has 500 engineering points saved up, the chance is 50%, if the bridge has 500 structural points.

Road construction usually costs raw, and an amount of engineering points depending on the landscape you are building into. Low mountains for instance are very tough to build roads into, while plains pretty easy. Note the unit building needs to be able to move into the hex, and will use action points for the move/building.

The officer begins with a very limited score in combat and morale. These are the extra bonuses he confers. He will begin at 0 experience points, true. He gains these by the troops under his command killing stuff.

Ok, I started a Phoenix random game ( as Russia ) as soon as I start my turn I see a screen,and middle left it shows a box that says "Supreme HQ "

I cant find this HQ on the map.Then I selected a city ( with a Russian flag ) and it says Baku Supreme HQ with 10xstaff and 64xrifle
So, I am totally confused now,Why do I have 2 Supreme HQs and what do I do from here ( what is my next move )
Also,to try to understand the supply system.If I made a flow chart,would it have only 3 rows ? The top row = 6 cities the second row =1 Supreme HQ an the 3rd row,5 subordinate HQs and Is my Supreme HQ in the city with the flag ?

Can you also tell me how to actually request supply and how to set my supply to 100% or 50% stc.There are a lot of pages telling ppl that its best to have your units on 100% supply but if they are not in the front line,then set them to 50% supply but there are no instructions on how to do this ?! or how to request supply

Supply flows automatically, from the HQ you have put your cities to give it to, to the next in the chain of command, that is either an HQ or Unit(s). From there it passes to the next HQ (if there was one) etc etc.
In other words, as long as you have given the top HQ in the command structure enough supplies, it will supply everything below it. All units are set to 100% to begin with, and in my opinion you are really being a penny pincher if you set it to 50%. The reason being that the unit is designed to use 50% of the supplies it has (maximum) and then have 50% for the next turn, just in case. Having the latter is smart, since once you lose readiness, you will need that extra supply to regain it.
Never the less here is a picture:
The RED box shows you the current setting of supplies for the unit. If you click on it you can cycle through the options to change it. The YELLOW box I've outlined shows you the current Supply stock (Sup. Stock) the unit is carrying, the Amount it Requested (Req. In) from the HQ above it, and the last field (Sup.In) shows how much supply it got in from the HQ it requested it from.
The GREEN box shows you how much losses the unit is willing to take (if it succeeds not to panic before then) before making an orderly retreat. In this case 50%. Touching this is a question of taste. Setting it to 100% will set the unit to fight to the death... although it will probably panic before...

I have all of the DC games and I have installed the Ardennes one,but I have not actually played any of them yet ( still trying to find my way around ATG ) Are the DC games an advanced ATG engine ?
The only one I have not got is the Barbarossa one because of the political option ( I know it can be turned off ) I am looking foreward to buying "Dogfight:Battle of britain"when it finally comes out.

They are not made on the ATG engine. They are made on a very similar, but different engine. You might called it a sister engine, that has evolved since DC:WtP...

Yes I can.
If the HQs are connected to the Supreme HQ... they will get the supply they need... if you made enough. No, your political points will get stored abstractly. They are not something you can lose, if your supreme HQ for instsance is lost....
