1.00.10 China hexes not repairing

Starting playing again and I just wanted to let you know the hexes in the picture never repair after they had been conquered. Not sure if that is a bug or suppose to happen.

There is no rail link to Japan so they don't repair

You need a level 9 supply to repair. Realize Pacific hex = 4 Euro hexes.
