Naval Units and Oil

We are at November 1944 and the only source of oil left for the Japanese are the 3 in Japan. They will run out of oil before the end of the game. I want to clarify naval groups and their use of oil.

For example, let's say the Japanese have 5 oil in their stockpile. Since naval groups can move without oil, he could move naval groups that have a total usage of 15 out of a port. Can all of those naval units engage in combat? If yes how are they impacted by the lack of oil?

We find it odd that air units cannot move or participate in combat without oil but naval units are not penalized as severely.

Please clarify as it is difficult to set up this situation in a hot seat to test.

If I remember the oil impacts naval units moving.

So if you leave a fleet out at sea and it uses all your oil the rest of your fleets next turn can't move out of port.
