Cluster bombs ineffective against ground units

I tested CBU-105s against a group of T-72 Ground Units and a T-72 Facility. The munitions worked accurately against the Facility-type units (completely destroyed) but not against the Ground Units (no damage, not even the yellow star indicating hit). Tested again with a variety of other cluster munitions and ground unit types and they were almost always ineffective. Using v1.05.1328.2 open beta on Steam with DB3K v500 on Windows.

I _think_ this was fixed in one of the previous (but recent) updates, but still need to check.

In 1328.11?


* FIXED: Low-DP but nevertheless "valid" (in terms of armor penetration) hits were not destroying
ground-vehicle units (this can happen frequently with e.g. cluster munitions).

I think the issue linked there is over-armoring of certain facilities in the databases, especially CWDB.
The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.
