Refuel to tanker threshold

What does this mean exactly? And why is it disabled for changing in most scenario's Doctrine and ROE?

Bump... does anyone have any idea what it means? cant find anything in the manual, at least, how can it be enabled for changing?

1) It always helps if you post a save when you have a question like this. Especially your question around why you can't change something.

2) From original CMO manual page 81...

"The
Scenario Designer sets the initial Doctrines and RoEs and
may enable the player to edit one or all of these. For more
information, see “Doctrine” under “Buttons and Windows."

This is mentioned a couple times in the manual

3) In the original CMO manual page 185...

"Receivers Start Looking For Tankers When Down To _______ :
This allows the player to change the fuel threshold when aircraft
start heading for tankers"

combined with a quick search and some common sense...
