What were the VAMPIRES? If they were HARMs, then the newest thing has been that the targets now don't turn on their radars. I have witnessed that plenty of times. If they were things like HARPOONS, then they should turn on their radars. Well, at least, that is how mine works.

EDIT: I downloaded it and saw that they were not ARMs, so what I said doesn't apply.
I played your scenario and the results were the same as yours. At some point I even added the SBX and they still wouldn't fire. You always get the lack of the CEC message. I believe that the SAMs only activate if they can fire, but for some reason they can't.

I noticed the problem when I have a Virgina class SSN shot the hypersonic IR-CPS at a search radar HT-233(HQ-9's radar) to see how will a separated HQ-9B bn perform in front of HGV threat.
I quickly noticed that HQ-9B refuse to turn on radar. But if manually turn it on, it will intercept the HGV. So I reloaded the scenario, added a T-22M3 shot 4 AS-16 at the radar site, same behavior from the HQ-9B. I added a type 052D, a Patriot PAC-3 site, same result. I also added S-400, Type 055 , Burke IIA today and sadly find out they don't give a crap about the incoming vampires.
But I think I am very close to what's the issue (at least based on my belief) , there is some room for in-game CEC logic to be improved. I can submit a report in a day or two. it looks like those SAM site with CEC capability would put the EMCON silence and their own safety as high priority than other friendly assets.
There is two ways to make them either turn on the radar or engage.
1, add a Patriot PAC-2 (missile non CEC, but FCR radar tracking support PAC-3's firing)
2, add a Mig-31B with Kh-47, fire the Kh-47 at one of the vessel. After the Kh-47 detected, the targeted vessel will consider itself under threat and will immediately turn on its radar.
