Tanker Operations Use Loiter?

I'm curious as to why this is done in Command.

Does anyone know if real-life tanker operations have some kind of speed limit?
The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.
