'41 GC (mod)

Looking for a Soviet opponent to playtest a balance mod I'm working on. Any level experience is fine. The mod has a variety of changes, but should benefit the Soviet player overall and make the game a bit more realistic.
Chill game, should be fun to mix it up with these changes.
No motorization
No para drops
TB enabled
air assist off
(I can play Soviets too if you really want to play Axis)

Summarized changelog:
Units.dat/csv
Lowered morale of all starting German units by 5
City.dat
Starting Axis Fuel 3.9m -> 3.2m tons
Soviet starting fuel, oil, and supply lowered
Leader.dat
Removed a lot of the 9 ratings.
Modified some of the generals for more parity.
Lowered ratings at the top end in general
Nat.dat
Soviets:
Supply production modified
Fuel/oil/armaments/resource production lowered
Removed 45 morale trough in ‘42
Lowered Q2 (starting) air morale from 55->50
Air morale flat at 50 morale until ‘43
Germans:
Reduced starting air and land morale 75 -> 70
Fuel production lowered
Romanians:
Increased morale to 50 until ‘43
Fuel production lowered
Hungarians:
Morale is now 50 throughout the whole game.
Events:
Significantly increased WE Air TB requirements from ’42.

How did you change morale? I tried and it would never stick.

I am interested in testing the mod.
As an experienced but unsuccessful Soviet player I believe the game is significantly biased towards the Axis player particularly in 1942 when it allows a second year killer grand offensive when historically Hitler only had the resources to mount a limited one theatre offensive by Army group south.
I will be interested to see how your modifications affect the game.

When how do we start? Multi player or PBEM?
For analytical purposes I recommend you try PBEM.
