What are safe % for TBs in order not to lose VP/AP?

Your thoughts on Sov Mot Eng Sapper Batts. Disband? They do exactly the same job as non mot batts but tie up extra trucks?

You should disband them eventually for that reason, but it may not make sense to do so immediately in 1941. That is because if you disband them, you can't make non-motorized engineers without spending AP initially in 1941. So if you disband them, the manpower will be going into your divisions rather than into engineers. So until you get to the point where it is 0 AP to make more engineers, the question then is, is it better to have more fort construction capacity or to have more manpower and rifle elements in your actual divisions? Personally, I would say it is better to have more fort construction capacity, so I would leave the motorized engineers probably until winter, and then disband them, and then make more non-motorized engineers in the spring of 1942 when you will want more fort construction capacity again.

Is there any list what units will be available for Soviets and when? Also when some of them will cost 0 AP to build?

I disband them. Overall engineers if left to build up manpower, will reach 300k men.

Turn 4 - mud arrives across the front, and Pskov/Kiev are surrounded. I'm surprised Kiev wasn't just assaulted, and I'm also surprised Pskov was surrounded. Was hoping that cutting off AGN would mean they didn't have the fuel to do it, oh well.

Post moves. An additional 20-30 rifle divisions have been sent from the reserve to the map. Mostly 50% TOE trash, but they will do a good enough job at forcing MP expenditure and exerting ZOC.

Fyodor Tolbukhin is given command of the 28th army, containing some of the strongest Soviet units available to me right now.

My opponent's supply is not looking good. Muds will exacerbate his concerns for the time being.

OOB as of turn 4. We slowly creep closer to the 3m mark, at which point things tend to go downhill for Germany - but it's still early.

Turn 5, the vaunted 18th army strikes. Not in ideal conditions, we had to move many hexes and it's light mud and light forest, but each attack is successful and we liberate 4-6 rifle divisions.

Post moves.

For the reserves, I've deployed an additional 8-10 rifle divisions to Kursk (mostly 50% TOE trash as per usual) and another 3 cavalry divisions to dneprov.

I have also deployed 2,000 AFVs - around 7 tank divisions and 3 mech divisions, all 80%+ TOE- to Kharkov. I was considering deploying them to Moscow but I figured the potential to hit advancing panzers is much greater here than at Smolensk.
