Soviet MG-Artillery Battalion

Currently Soviet MG-Artillery Battalion is not-buildable in 41 Campaign, but buildable in Road to Leningrad Scenario. Did the Soviet actually have MG-Artillery Battalion in the War? What is the consideration in having such discrepancy in the support units allowed in these two scenario?
