Water & Snow

I'm curious about the water and snow numbers here:

1) I assume snow would be the snow level on the ground. But water - is this the water in the air? Or is it on the ground mixed with the snow?

2) For immersions sake, do the developers have an idea how high the snow is when it is, say, level 9? Or how many inches of water level 2 is?

IIRC, if there is any snow, than the water content is considered frozen over. It just means that when a thaw hits, you will have a lot more water and thus mud for longer (and longer at heavy).
