It has come to my attention that the last mission in IOE Ril'Cerat is a bit of a bear. So here is the key to beating it. Please don't read any further if you don't want to have it ruined for you!

You need to look at the terrain on the left side of the map. You should notice a bottleneck there where all of the enemy's convoy units will have to pass. The key is to clog that bottleneck with every unit you can move there to prevent units from slipping through. After that, destroying them in place can be accomplished in a number of ways, but I prefer pulverizing them with artillery. While they have bunched up in front of your roadblock, they should be sitting ducks for massed artillery fire.

Once the convoy has been destroyed, you can proceed north to smash their base at you leisure.
