In Pacific War, (although not in reality) during March, April and May, there is monsoon in the Burma area, reducing attacker effective readiness to 1/4. I'm afraid I don't know the exact bases affected; it would be useful to know if Dacca is one of them.

Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?
