Situation.

1. MWiF 4.3.0 (Debug).
2. USSR Land. O-Chit w/Zhukov HQ-A.
3. Reorg cost for Soviet armor armies is 1 and should be 0.5.
4. Apparently bug introduced since version 3.2.0 which had the correct cost of 0.5.

The normal cost for reorging armor is 0.2 Oil.

The O-Chit rule, 16.3 when used in a Land Action states that the Assigned HQ can Re0rg at half value, so 0.1 for armor is correct.

No bug.

This is the optional rule used:

The cost to reorganize a land based bomber, naval air unit, or air transport unit is doubled, if the time it
takes to build the unit is 3 or more turns (the cost to reorganize large air transport units is doubled under this
rule, but without any additional penalty). Unless at least 1 of the reorganization points comes from an HQ-A,
the cost to reorganize armor and mechanized units is doubled.


Zhukov is an HQ-A, using an offensive chit. Bug.

Not sure I follow.

Under Variable ReOrg option, the use of a HQ-A in the reorg phase, simply prevents the application of a further doubling of the reorg cost. So with HQ-A the base rate of reorging Armor is still 0.2 oil. (A HQ-I would reorg armor at a cost of 0.4 oil). The use of an O-Chit halves these values.

This is not reorganizing a unit during the reorganization step. This is reorganizing a unit using HQ reorganization during the HQ reorganization step, which has nothing to do with oil. You are reorganizing use the HQs reorganization points, not oil.
