Really wish Combat delay was for the whole turn for both players, not just the side that caused it. Would make it a whole lot more interesting.

I think it would favor more tactics of 'hit and run' behind the shield of Combat Delay.

Do 'deliberate attack', then hop backward and use that as shield from enemy movement. Looks iffy to me.

I think what you'd want as effect is to be able to have Air Interdiction performed by bombers -after- or -in the middle- of the Ground Phase.
That would make sense to 'interdict' (disrupt) enemy forces approaching and their maneuver.

But as the game is set right now, it is virtually impossible because it requires to 'predict' even before Air Recon (and Air Recon is still suicidal with high Operational Losses and ... vague results) where the frontline will be, issue the order of Interdiction (Which means unescorted in a flowing front) and ... well then bombers eat OPs + A2A losses and it does not work.

At conceptual level I got what you want, I think it should be done by air power - but by how the game is structured and organized, it cannot be done.
