I was wondering for WPE or WP2 if it would be possible to do a "reverse" COMINT to simulate deception.

For example, the player is applying it to its own friendly hexes, and its land units will either disappear if not in contact with enemy units or will have very few intel if near enemy units.

Too complicated to make. You can use deception now in the game by unit placement at a distance.

For example in one late game I kept my Panzers mobile. I moved them all from one part of the front to another againt the Soviets. The opponent commented he didn't know where my tanks where for the counter attack which made playing my difficult. I used divisions back in the line so the movement wasn't obvious as part of the deception.

Yes but you are sacrifying efficiency doing this. What I would like is to build up for an offensive unnoticed if possible.
