Initiative is the 'swing' of the game.

Early on:
Pratically it is the window of time where the Axis ought to advance and score points, to reach for their High Watermark Level.
It is also the window of time when Axis is checked periodically to have gained enough VPs. (The 525 score for October for instance)

Later on:
Soviet must outdo the German High Watermark Level and are the ones being checked for VP gains.

The switch from Axis to Soviet initiative is a random factor in a window of time that ... I do not remember atm but it's written in the manual. It is prolly something between Uranus and Zitadelle timeline or so.

OK so in a game against the ai I can ignore this as I play by a different goal/ reward scoring system

No it is exactly the same business, vs AI and vs a Player.

In the .02 Beta there is the possibility to play the Grand Campaign without the sudden end out of Victory Points though.

I dont use those in self war vs IA I use campeign limits.. take these sets and gain a minor victory as I prep for the real thing, a human vs Ogre confrontational

You don't have to "use" them for them to have effect: the game will simply end when you lose: when the AI has the initiative the game will end if it has enough victory points.

ok.. the game will not end when I take all of Russia and its left weaping for the losses lol
I get what you are saying and this is not really relevant to my play at this point
