Moderators, if this belongs in a different forum, please do so.

I would like to have a hostile side have active ground radars in a scenario but have individual AC/Naval units keep radars off until hostilities develop, then they would enact a defensive posture to activate radars for defensive measure purposes.

Is doing this something that would require a lua scripting action?

if so, how would one go about doing it.

Currently in this scenario I am working on, the enemy side has EMCON set to active radar setting as default.

The place I would start looking is a combination of events and missions. It depends on how the hostile switch gets thrown. You can use the event to switch from a peacetime mission with one EMCOM to wartime with another.

Yes, you could do this without Lua.

Off the top of my head, I'd go about this by using either a 'unit destroyed' or 'weapon detected' trigger. Not perfect but if missiles are flying and things are dying, then it's probably hostilities commencing.
Create missions for your naval units, set the emcon to active, set the mission to inactive. Assign the units to the inactive missions.
Add an action to your event to activate those missions.
