There seems to be no cost/penalty to AP points of unit effectiveness when a unit is transferred from one Corps/Army to another. Is that realistic? Is there a penalty I am missing other than once a unit transfers it can not transfer again the same turn? I like to play as realistically and as historically accurate as possible and I am wondering if I should implement a self-imposed house rule to "waste" an AP point every time I transfer a division (i.e. create a pointless construction unit in Germany)? I have never been in the military but I have to think it is not all that easy to transfer units around without some cost/disruption. Thoughts??

Sorry folks. I just noticed that a unit suffers a -1 on all admin roles on the turn it is transferred. So I guess my house rule will be that if I transfer a unit a do it at the beginning of a turn and not after it has moved and attacked at the end of a turn. That way it will suffer something when attacking that first turn (week) of its transfer. Still seems a little low in regard to penalty but I am no expert on how strong that -1 Admin roll is.

AFAIK, it will suffer the admin roll until the end of the next friendly logistics phase. So there is a price to be paid. It's not a big price depending on the quality of your leaders, but there is some penalty. We decided to add this kind of penalty instead of an AP price. Changes in assignment were made all the time, so we wanted it to be always possible but with some reasonable penalty caused by the small loss in effectiveness with every switch.
