Hi,

I am not a specialist for coding, but I think I might have a solution for captured Finish territory that reverts before Barbarossa. The problem comes from giving it to the USSR, while not having partisans.

Why not then have that whole section be like the Baltics. It could be coded like a separate country that goes from Finland to USSR, and, like the Baltics, can be captured by the Axis once Barbarossa stars. This way, the Fins can not enter it too early and there will not be any partisan.

And for the map, we could simply keep the same map for esthetical and political purposes (It will be an ”invisible county” under the map). So visually nothing different for us.

Could that work?

The only reason I don't just cede it to USSR is partisans. I'll figure it out.

Would treating it like the Baltic states (but an "invisible" Baltic) achieve that? IIRC the Baltics have no partisans.

Russia just needs to garrison it, if they had just abandoned areas they occupied in the winter war Finland might very well have just reoccupied it

After a peace agreement that would be a normal casus beli and from the Soviet perspective an invasion of their (now) country (just like Estonia or Bessarabia for example). It is an admitted bug that has to be fixed or made into a gentlemen agreement.

Or, it can be an event to add few (one-two) 20% experience infantry rifle corps to garrison this area?
