After two years of testing, deducting and checking and veryfying the cure for "weird*" allied replays in PBEM game has been found.

Instead of exchanging only the saveX files, Japanese player should also add pac.pif and reports.cbt files, eventually all files modified by PacWar during the turnmaking process. It fixes the bug.

Be VERY careful with "pac.pif". That's the setup file for running the DOS-based "pac.exe" in the Windows environment. If the two players are using different operating systems, like 98SE and Win2000, the game might not be able to run at all.
