Japanese naval units in Singapore are out of supply.
In the presence of the enemy optional rule is on.
When moving 6 movement point units into South China Sea the cursor shows 3 but after no interception by the USA the units can go into the 4-box.
Similarly for the 5 movement point units. Cursor shows 2 but after non-interception they are allowed into the 3-box.
In supply naval units in Japan go into the correct boxes.

I am playing a solo game and noticed that as well... it seems from movement into the box that the enemy presence is being applied, but when the actual seabox is to be chosen, enemy presence is ignored and the higher box can be selected.
