The manual seems to indicate that deterioration of supply happens in both friendly and enemy turns. Here's the current wording in the manual. I bolded the sentence in question:

7.15. Besieging Resources
Any resource except for a Major’s Capital or Fortress that has 2 or more
enemy units adjacent to it will have its strength reduced by 1 point per turn
until it reaches 0.
The absence of enemy units will see the resource regain strength by
1 point per friendly turn, i.e. deterioration happens in both friendly and
enemy turns, but regaining strength only occurs in friendly turns.

This rule also applies to Ports with two or more enemy naval units

However, deterioration only occurs at the beginning of enemy turns.

Here's the sequence I've noticed:

Turn 1 (Enemy turn): Two enemy land units move next to city (no loss of supply because deterioration occurs at the beginning of the enemy turn)
Turn 2 (City owner turn): Two enemy land units remain next to city (No loss of supply because deterioration occurs at the beginning of the enemy turn. No gain in supply because two enemy land units are next to city.)
Turn 3 (Enemy turn): One enemy land unit moves away from city. The other enemy land unit remains next to city (City loses one supply because deterioration occurs at beginning of enemy turn).
Turn 4 (City owner turn): One enemy land unit remains next to city (City gains one supply because only one enemy land unit is next to city)

Whew, pretty complicated huh?

Another factor to consider is that cities lose or gain supply and mines lose or gain strength.

Here's the wording I recommend for the manual:

7.15 Besieging Resources
Any resource except for a Major's capital or fortress that has two or more enemy land units adjacent to it will have it's supply or strength reduced by one point per turn until it reaches zero. The loss occurs at the beginning of the enemy turn. Cities lose supply. Mines lose strength.

If the number of enemy land units adjacent to the resource falls below two, the resource regains supply or strength by one point per turn. The regain occurs at the beginning of the resource owner's turn.

The rule also applies to Ports with two or more adjacent enemy naval units.
