The manual currently reads:

7.15. Besieging Resources
Any resource except for a Major’s Capital or Fortress that has 2 or more
enemy units adjacent to it will have its strength reduced by 1 point per turn
until it reaches 0.
The absence of enemy units will see the resource regain strength by
1 point per friendly turn, i.e. deterioration happens in both friendly and
enemy turns, but regaining strength only occurs in friendly turns.
This rule also applies to Ports with two or more enemy naval units
present.

The manual should more accurately state that any resource that has 2 or more enemy land units adjacent to it will have its strength reduced by 1 point per turn.

I've noticed that naval units affect the supply for a Port but do not appear to affect supply for a land resource. In the screen shot two UK ships and a land unit are adjacent to Brest. However, the next turn Brest supply increased from 1 to 2 regardless of the adjacent units.

I've noticed that there are locations where 2 land resources do not reduce a resource

1. Bordeaux - when in German hands and there are allies SE and E (behind the river)
2. Perm - when in German hands and one of the 2 Russian units is (S/SW) again behind the river

I'm unsure if this is by design or a water based bug

Are these instances happening when Perm and Bordeaux are the capitals of their respective countries?

Yes, they were Capitals before being captured - aha ! So even under occupation they cannot be beseiged ?

In that case the engine must be still treating them as Capitals and therefore exempt from the rule.
